I usually don't pay too much attention to cosmetic mods, so others may have better advice, but a recommended mods list I've used in the past recommended Fallout Character Overhaul for NPC appearance. There might be a newer and better one, though, so don't feel compelled to use this one if you see another recommended. Last I checked the preferred manager was Fallout Mod Manager. I definitely think a mod manager is the way to go, which will (hopefully) handle the harder parts of getting that working. However, I recall having a lot of trouble getting them working. There are mods that add better visuals for the PC, I'm not sure about the NPCs. I should note, I'm somewhat constrained on performance, so, I can't just get any graphics enhancement mod. If the same mod could provide a bunch of new character creation options, and somehow not break the game's achievements, that'd be awesome. Main thing is I recently got a laptop that allows me to play the game, and so, want advice on how to mod one thing: How characters look, because wow do the NPCs, the protagonist, and basically any humanoid character looks terrible. I think the version I got on Steam has all the DLC, and if not, I'm sure I can pick up the rest in the sale shortly after this post. Posting here because I don't want to start another thread, and because I want some modding advice.
